Euro Adoption Act In Bulgaria – Latest Changes

Euro Adoption Act In Bulgaria – Latest Changes
Period of Action
The price control measures will be applied for 1 year – from August 8, 2025 to August 8, 2026, during the period of dual indication of prices in leva and euro.
Obligations for Traders
Dual Indication
From August 8, 2025, the prices of goods and services must be displayed in both leva and euro on labels and receipts.
Publication of Prices
Traders with a turnover of over BGN 10 million for the previous year must:
- Publish the prices of goods from the "large consumer basket" (determined by the Consumer Protection Commission) on their websites
- Update prices daily by 7:00 a.m.
- If they don't have a website, provide the information directly to the Consumer Protection Commission
Justification of Prices
Price increases are only allowed in the event of "objective economic factors":
- Documentable changes in the costs of production, delivery, storage, sale
- Regulatory changes or force majeure
- Traders must provide evidence upon request by the control authorities
Inspections
Inspections are carried out by:
- CPC (Consumer Protection Commission)
- NRA (National Revenue Agency)
- FSC (Financial Supervision Commission)
Requirements:
- May only require "necessary and proportionate" information with written motivation
- Traders provide the data within a "reasonable time" (not shorter than 5 working days)
- Control authorities are obliged to observe professional secrecy and protect the information provided
Sanctions
For Unjustified Price Increases:
Individual violations:
- First violation: Fines from BGN 1,000 to BGN 10,000
- Second violation: Fines from BGN 2,000 to BGN 20,000
Property sanctions:
- First violation: BGN 5,000 to BGN 100,000
- Second violation: BGN 10,000 to BGN 200,000
Large companies (turnover over 50 million BGN):
- First violation: Up to 0.5% of turnover (max 1 million BGN)
- Second violation: Up to 1% of turnover (max 1 million BGN)
Price Publication Violations:
Failure to comply with the obligation to publish prices leads to fines after October 8, 2025 (until then – only written warnings).
Emergency Measures
The government may impose temporary measures to control the prices of essential goods and services in the event of a "significant increase", without approval from the parliament.
⚠️ Note: There is no definition of "significant increase".
Objective
The main goal is to prevent unjustified price increases before and after Bulgaria's entry into the eurozone on January 1, 2026.
